Registration, Deactivation and Decommissioning of Special Equipment

According to the provisions of the People's Republic of China Special Equipment Safety Law and Regulations on the Safety Supervision of Special Equipment, the General Administration of Quality Supervision, Inspection and Quarantine revised the Catalogue of Special Equipment and it was announced for implementation on October 30th, 2014 upon approval by the State Council.

 

According to the requirements of the Catalogue of Special Equipment, the pressure vessels commonly used in our school refer to closed equipment that stores gas or liquid and bears a certain pressure. Its scope is defined as fixed and mobile containers with a highest working pressure greater than or equal to 0.1 MPa (gauge pressure) for gases, liquefied gases, and liquids with a highest working temperature higher than or equal to the standard boiling point, and a capacity greater than or equal to 30L and an inner diameter (for non-circular sections, it refers to the largest geometrical size on section boundary) greater than or equal to 150mm.

 

According to the regulations of the national Special Equipment Safety Law, the user of special equipment shall apply for registration and obtain a registration certificate from the department responsible for the supervision and administration of special equipment safety within thirty days before the special equipment is put into use or within thirty days after it is put into 

use. The registration mark shall be placed in a prominent position on the special equipment.

 

1. Newly purchased special equipment

 

The purchasing department may require the equipment supplier to handle the registration report of the purchased special equipment on behalf of them. The registration certificate and relevant documents of the equipment shall be handed over to the purchasing department for safekeeping, in preparation for the subsequent annual inspection.

 

2. Special equipment that has been purchased but not reported for registration

 

The user department should report the special equipment that needs to be used to the Shanghai Market Supervision Administration for registration according to the following requirements, and the registration address is the window 51-80 on the second floor of Enterprise Service Center, No.2 Hehuan Road, Pudong New District.

 

(1) Before reporting for registration, the department should have related personnel holding special equipment operator's certificate and administrator's certificate.

(3)The supervision and inspection certificate can be obtained by contacting Shanghai Special Equipment Inspection Institute to inspect special equipment. (Fee standard: can be checked on the Shanghai Special Equipment Inspection website https://www.ssei.cn)

 

3. Special equipment that needs to be discontinued or scrapped must go through registration of use cessation and deregistration filing with the Shanghai Market Supervision Administration, and the registration address is located at the second floor of the Enterprise Service Center at No.2 Hehuan Road, Pudong New Area.
