Notice on Laboratory Safety Precautions Against Typhoon Dolphin

All schools, research institutes, laboratories, faculty members and students:

According to the forecast of the Shanghai Meteorological Bureau, Typhoon Dolphin (Severe Typhoon intensity), the 13th typhoon of this year, is gradually approaching the coastal areas of East China. It is expected to make landfall along the central coast of Zhejiang Province from the night of August 9 to the early morning of August 10. Affected by the typhoon, Shanghai will see significant wind and rainfall, featured by prolonged gales and heavy downpours. The impact may last up to 4 days, with accumulated rainfall exceeding 150 mm. Gusts on land may reach Beaufort scale 8 to 9, and will be stronger in areas along rivers and the coast. The Typhoon Blue Warning Signal is currently in effect across the city, and the Pudong New Area has upgraded to the Typhoon Yellow Warning Signal.

To effectively ensure laboratory safety on campus and prevent all kinds of safety accidents caused by typhoons and rainstorms, the requirements for laboratory safety precautions during the typhoon period are notified as follows:

I. Immediately Conduct Laboratory Safety Hazard Investigation

All units shall complete laboratory safety inspections as soon as possible to ensure full coverage with no blind spots, focusing on the following items:
  • ●Doors, windows and perimeter protection: Comprehensively check the sealing performance of laboratory doors and windows, and confirm that all windows are closed and locked firmly. Clear all falling-prone items on windowsills, balconies and outdoor platforms to prevent falling objects from heights.

  • ●Drainage and flood control facilities: Check whether floor drains and drainage pipes in laboratories are unobstructed. Prepare flood control sandbags in advance for laboratories on the ground floor, in basements and in low-lying areas to guard against rainwater backflow.

  • ●Electrical circuit inspection: Check whether power sockets, power strips, distribution boxes and other electrical facilities are at risk of water ingress. All power strips placed on the ground must be moved to elevated and dry positions.

II. Strictly Implement Safety Control in Key Areas

1. Hazardous Chemical Safety

  • ●Moisture-proof and water-isolation measures must be taken for water-reactive flammable chemicals, including reactive alkali metals, metal hydrides, borohydrides, calcium carbide, zinc phosphide, aluminum powder and zinc powder.

  • ●Confirm that highly toxic, flammable, explosive and precursor-controlled chemicals are stored in stable explosion-proof cabinets and toxic chemical cabinets with intact locks, to prevent tipping and water immersion.

  • ●Inspect anti-seepage and anti-leakage measures in chemical storage areas to avoid chemical leakage, unintended reactions and secondary pollution caused by rainwater immersion.

2. Equipment and Facility Safety

  • ●Power off all non-essential laboratory equipment: During the typhoon impact period, shut down the power supply and unplug all instruments and equipment except those that must operate continuously.

  • ●Precision and valuable instruments: Apply waterproof and moisture-proof protection, and cover with waterproof covers if necessary. Precision equipment located in low-lying areas shall be relocated to safe elevated positions as far as possible.

  • ●Confirm that all gas cylinders are firmly secured, and close the main cylinder valves and pipeline valves.

III. Strengthen On-Duty Arrangements and Emergency Response

  • ●All units shall implement the laboratory safety on-duty system during the typhoon period, specify on-duty personnel and contact information, and keep communication lines open 24 hours a day.

  • ●Increase the frequency of patrol inspections during the typhoon period, focusing on key areas such as low-lying laboratories, hazardous chemical storage rooms and gas cylinder rooms. Handle and report hazards immediately upon detection.

  • ●In case of emergencies such as electric leakage, water ingress or chemical spills, take preliminary response measures on the premise of ensuring personal safety and report the situation immediately.

IV. Emergency Contacts

  • ●24-hour campus security hotline: 20685110

  • ●24-hour campus maintenance hotline: 20685112

All units shall attach great importance to this typhoon prevention work, resolutely overcome complacency, and fully implement all precautionary measures in accordance with the principle of whoever is in charge shall be responsible; whoever uses shall be responsible, so as to ensure the safety of laboratory personnel and property.
This notice is hereby issued.
